Help with GIMP

For the motion blur, is there an easier way to trace around the car than using the Free Select "lasso" tool and still be able to cut it out? I just don't have the steady hand. Using the Scissors Select Tool makes 'Feather' unselectable.

What I do is follow this tutorial.

Selective B&W

But instead of makng the B&W image, I make it a blurred image. Then just follow the tutorial.

CGT try using the crop tool, then use the select by color, and then use the erase tool to get rid of the surrounding area.
