How are people making elaborate car liveries?

I have been making car liveries, particularly race car replicas.
I've got a pretty decent one of the C7R IMSA GTLM #3 car going, but they are several sponsor logos that are not in the game.
When I go to "Personal Logos" in the livery editor, it says to "Go to http://www.gran-turismo.com", create an account, upload images as SVG files, and then you can use them in the livery editor.
But when I go that site, I can't find any way to create an account, or anything about upload files.
In fact, the only thing I found related to it was this news article, saying the feature is currently disabled:

Normally, I would just take that at face value, however, I am seeing very elaborate liveries that people have create, that obviously couldn't have been done with just the stock shapes and images.
Ones with anime characters, images of real people (like Daniel Craig's face on the side of an Aston Martin!), etc.
So does anyone know if I am missing something on that website, and the feature is actually up, and I just haven't figured out where I am supposed to be going?
Or have these people figure out some way around the system, hacked it, etc?
Or is PD opening up the system to a limited subset of people/region/etc and only a small subset of the community has access to it, based on some criteria?

That system isn't up people are creating the liveries from what is currently available in the game. They just have the time and patience to do so.

If those were done with basic shapes, and not uploaded images, then those people are incredible!
BTW, I have noticed all the cars with intricate images like these are from accounts in Japan, so perhaps they have opened the image uploading to the Japanese website and users.

Nope, just a lot of practice.

Take a look at the best Forza liveries and that's never had an upload tool for it, so people are just amazing when it comes to this kind of thing.

Wow Scaff, I had no idea!
Obviously people with artistic skills can do a heck of a lot more that I can even imagine, even with limited tool sets.
And I felt proud when I made an American flag, for my C7R, just using squares and rectangles! :lol:

I think I'll wait until the decal uploader is made live, until I finish it and post my Rev 2, with the Flag Venting, and correct sponsors over the number plate, and behind the rear wheel, as it will make my life a lot easier than trying to make all that by scratch, since I have no artistic skill.

It's definitely a skill, and a ton of creativity. But it is something one can learn with patience and practice. If you cant find the shape you need make it our if more then one shape. Of course some of these posted are by some truly gifted individuals with talent for making do with the tools they are given. Some may even be professional graphic designers.
 
If you go on mixer there are people who stream how they make the more detailed liverys. Some do it on PC which makes it a bit easier but they're normally willing to answer questions and you get in game influence for watching forza horizon 4 on mixer.

I even make my own decals on mobile, using a mix of PicsArt and Sketch apps. I find images on Google and modify them. Also .svg images can be uploaded on a mobile by using desktop mode on a browser

These are the Gran Turismo forums though, and this thread is a bit out of date now.
