whenever i have a small animation it always optimizes it and makes it look crappy

What you're finding then is that the optimisation wizard is having too large an effect on your animation. With graphics, it's a simple trade-off, with quality at one end of the spectrum, and small file size at the other. You need to decide where you want to be on that spectrum, and tune the wizard accordingly. You'll find it's very flexible.
