Playing with spring rates and ride height can make the car handle much better than stock, which can make your times much faster.
Lowering the car lowers it's center of gravity, makes it more stable.
As a general rule of thumb, on most cars I don't mess with spring rate too much. My race cars in GT 2 I bring the Spring rates to 8.0 and 10.0 front and rear on front engine cars then take the car all the way to the ground and then up 5 clicks in front and 7-10 in the rear.
Then I go to midfield to test. If the car is understeering I raise the back a few more clicks and try again. If it is oversteering I raise the front a few clicks.
I set my stabilizers at 5 and 6 front and rear, except on the cars that come stock with higher settings.
Some suspension tuning is a bit of a "black art". But once you get it down to a science. You can make your cars much faster and easier to control.
If you don't mess with the settings you miss out on the greatness of my favorite car in GT2. The R390-GT1 road car. It sucks right out of the box. Handles like a well thrown brick, and has a top speed of 142 mph even with a stage four turbo.
Add a brake controller and full race tranny. Set the transmission to 12 on the "sports-wide" slider and bias the brakes 2-3 clicks to the rear with supersoft tires on the rear and soft or mediums up front and you now have an awesome car, instead of a very quick brick.

And if you want to experience the greatness of any WRX or the 22B Subarus, you MUST do some major tweeking.
