Complete all A-class challenges. This will unlock "S-class" and "quick-tune" ... if I remember correctly. Its been a while since I did it.

^^ correct

The tune menu is a bit limited in comparison to GT4, and the methodology is slightly different as well. The S races have Performance Point limits, and the changing of some of the tuning parameters affects the total number of Performance Points of your car. So often, you have to "detune" your car to meet the maximum Performance Points requirement.

I find the system a bit lacking personally, as some of the adjustments that you can make which cause an obvious improvement to the performance, have no effect on your PP total, such as changing gear ratios or spring rates/damper etc, while other things like changing the power, weight, downforce do.

Gear ratios? Well that'd be unfair if they affected PP's. Especially if you need to tune them down for a run at a small track like the Eiger or WOT-ready gears at Daytona.

And anyone can drive on a suspension. It's more of a preference?

well actually I find the whole performance point thing a bit silly really. Either do it properly, completely, and covering all aspects that could possibly affect a cars performance (that can be tweaked in GT) which would make it actually fair, or don't do it at all. Though I guess this has been argued ad nauseum on these forums already...

I think that "Quick-tune" was set out well in GT5:P:tup:
