The only other way to obtain a legendary car you can't win from the above without buying it from the legendary dealership would be to get lucky with a ticket prize.

Just the Legendary dealership. I, also, have never seen a Legendary car in any spin. Even if it were a longshot, you would expect to see it in the spin.

Only Brand Central cars can be won, this is confirmed. You can't even win a used car, never mind a legend car.
