Can someone tell me the steps needed to unlock the F1 cars.

You have to win them in specific races. Take a look at GTPlanet's Ultimate Prize Car List for a more information. Of course, there's also been quite a bit of discussion in our forums here about the F1 cars, so I'm sure running a search will uncover lots of useful information.
