I don't know if this was posted before, but there's a problem with Turbo settings with the HSV-010 GT 15th Anniversary Edition.
So from the main menu, car tuning, you can purchase Medium and High Turbo. High Turbo could bring you up to 654PP. If you go in Car Settings, Low and Medium Turbo is available...High not available. If you chnage to Medium turbo there, it brings the PP back down to 634, and it's impossible to go back to high Turbo.
I found a video of the problem in spanish...but gives a rough idea..
I assume PD reads this forum...I'm sure they can patch this up..
