You're looking for a sharkport/Xport or gameshark, and then you need to learn a bit about hybriding.

I'd suggest you spend 30 minutes or so searching and reading through the Hybrid and gameshark forum.

Precisely who, or what, am I cheating?

I, and many others who hybrid cars, do not use them for anything other than hotlapping. It is for my own personal enjoyment, and I am prolonging the life of a game that I have finished. I do not use them to submit times and I do not use them to beat the game.

And you'll love this, then....

If you dont like it, dont do it. You dont have to come in here and slam the whole hybrid and mildbrid community, a lot of people do enjoy it.
It's not so much to create monster cars that allow GT3 to be completed in a riduculously easy fashion - its simply to see what sort of twisted cars the imaginations of players can create (or possibly legitimate creations, in the case of some mildbrid-ers).

At the HGT database, we have a section at each track for legal hybrid times...legal as in obeying the standard rules for time submission: Two wheels on track, no wall contact.

I can assure you that some of the runs I've viewed and verified are extraordinary, and require considerable skill to drive.

1) Post something of substance. Your post is off-topic and makes you look really stupid, because some of the greatest GT3 drivers (including Famine) like to tinker with hybrids in their spare time.

2) Change you signature. If you read the AUP when you joined, you'd have seen this line: "You will not… post with language or content that is obscene, sexually oriented, or sexually suggestive".
 
If I remember the Loopy Lupo correctly, it was just a quick 4WD job, with the original chassis, but lightweight stage 3.
 
I haden't seen the second installment of the genome project. It looked great. How did you get the supra to endo like that?
 
I had a brainwave. Well, actually, I had a really dumb idea and just tried to make it work.

Reverse the wheelie settings. Soft front springs, hard back ones. High front downforce (GT3gEdit enhanced to 2.55), low rear downforce (GT3gEdit enhanced to 0.01). 1000hp - for the necessary speed (although it lifted off at about 140mph) and, most importantly, an FF conversion.

But it was SO hard to drive. That sequence was the longest I got in over 4 hours of trying.

It was a million to one shot. I was standing on one leg, one arm behind my back, my other hand over my left eye and I typed it with my nose.
 
It's a 960,517 to one shot, but it might just work...

I supposed that Lupo Hybrid should be a normal bonus car, maybe of Japanese or NTSC GT3.

Who says they're cheating? Do a search for GT3 Genome Project and then tell me if you think they're cheating.

You'd be very wise to avoid jumping to conclusions in the future.
