Hyper car parade....

It unlocks at collector level 35, and only after you've completed Menu Book 39.
Thank you very much sir..will have to look at book 39...I'm at level 42 but was away for awhile. Thanks and Merry Christmas!

Do I have to do it again for 2023? I did it in 22. As I said , I was away for awhile, working; then in the hospital 3 times for 10 days each time in a year and a half. I'M back now with time to dedicate to resharpening my skills.... I used to be pretty darn good. My son and I used to do it together, now he's 31 with a son of his own....my oh my how time does fly....

Im not sure I understand this question.
Once unlocked it stays unlocked, nothing you have gained at some point as a kind of progression route in GT7 is temporary.
I guess you propably have switched the account you are playing on?

I'm not following the basic premise of this question.

The reason you're asking is, I assume, because you don't have access to the Hypercar Parade race at Kyoto Driving Park in the Weekly Challenge this week?

In order to see this race, you have to have at least started "Bonus" Menu Book 44 - Hypercar Parade. This reveals the event's races so that you can access them.

"Bonus" Menu Book 44 - Hypercar Parade itself only becomes available once you have reached Collector Level 35 and have completed Menu Book 39 - Championship: World GT Series and watched the game's ending movie.

You don't need to do anything again (aside from the Hypercar Parade race itself - Weekly Challenges only count if completed during the week - but as you're suggesting it's not available then it's unlikely you've already done it); once these conditions have been met, they're permanent.

And there is a good chance you did indeed see it yesterday, but my reply was pretty definitive:

I think the time has come to put a pinned thread in big block capitals regarding weekly events being unavailable! We seem to be getting multiple posts a week asking the question!!!!

If your on a budget for a hyper cars to win the Hypercar parade . a porsche Tayman is considered a hypercar and can easily win these races , except Le Mans .( lacks max speed ) .
