Image overlaying software? Help!

A while back I had seen a video on youtube of a guy showing you how to do advanced livery editing on Forza 3 with a program that would let you pick an image and adjust the opacity of it and have it overlay on your screen so you could basically trace it to make your fancy paint job. I saved the video as a favorite but the video has been removed now. Does anyone know of any software in which I could have a picture overlay on my screen so I could use that to draw out an image like in example a livery editor on a racing game etc? I don't even know what the software would be called to google it, I tried google with the best words I could describe it but of course no luck:ouch:
 
Can you not use photoshop?

Try Gimp (would be my choice) or Paint.net


I have the newest version of PS but that won't do me any good here. What I need is software that will open up an image and overlay it on my pc screen, so if I am in a livery editor in a game the image will be overlayed so I can still see what I am working on and I will be able to under trace the image into the editor. If you could overlay windows within windows OS then I could just lower the opacity of the image and view the image and overlay that window but you can't. They make software that you can do it with but since that Forza video was deleted on youtube I can't find the software now:ouch:
 
You can adjust the opacity of a layer in PhotoShop.
