You can use other people's decals in "discovery"
The amount of decals are limited atm, but there are already a few good ones available : Jagermeister, red bull, esso,....

Seems like it might be time for me to buy a PS4 then, and GTS.

No dice for me yet. That's OK though. When I've done my daily Sport races I've gone over to Inkscape to vectorize all the Destiny logos I can find. Still have so many to do. 
I'd love to be able to just toss one up and see how it looks to make sure I'm doing things right but I'll just assume I'm OK and drown my sorrows later if it's all wrong.

Looks like I can't access the Decal Uploader yet. While I wait, I guess now is a good time to start looking for things to vectorize and upload once we all have the uploader.

Other than one thing that I'm looking at to improve one of my existing liveries, I'm going to have a hard time looking for things to upload that others won't upload. I can see many people uploading, say, the word PORSCHE (without the emblem), so that one is already out of the question haha.

Lol I'm looking to get aftermarket brands, car brand performance branch logos, and just random logos that the game doesn't already provide (i.e. Mugen, Nismo, Mopar, Castrol, Raybrig, ...... Best Buy lol)
