Is download 3rd party game saves piracy?

Why would it be? Is someone losing money? No? Exactly

I remember hearing one of the game companies was pushing to get it officially considered piracy (on the grounds that saves contain information from their game, therefore people downloading saves are pirating; one of those nitpicky things that don't really make much sense for a game company to do if it wants to keep customers), but that was a couple years ago I think, and I haven't heard a thing since.

I don't think so. If it's a legit save created by a legitimate person, I don't see why it's considered piracy. If they released their own information on the web and others can view it, downloading it and using it personally, I don't see why not. But 3rd party? I don't really know. If you use 3rd party saves, it's your problem. Just don't mention it here. The mods might attack you if it seems suspicious...
