Is there any way, through messing with the camber and toe settings, you can do this to the rear wheel of a car in the game?

What exactly are you asking? Do you want the rear end higher? Camber and toe will not do that. Ride height, spring rate and dampers, perhaps.

Looks like a regular live axle with zero toe and zero camber. If you're asking about the wheel offset, then the answer is no.
