It’s a mixed bag. Generally speaking, the higher you get in both SR and DR, the cleaner it will be. The new damage has helped IMO, but others will counter that.

I think that the occasional bad race is more than overshadowed by how much fun online racing is.
 
I mean it's certainly fair. Everybody plays by the same rules, in the same cars, to the same limits.

That said, the penalty system was leagues better when it was "overly sensitive" than what it is now. I'd 100/100 times prefer to get penalised for making contact with someone at all, than for me to get punted off and have the punter get away with it.

It's still early days for how the damage model changes will impact this though. So far I've only seen it help, people causing incidents generally now write off their races too - and if they make a trend of it they aren't staying at high DR/SR for very long, as they'll be coming last a lot.

That comes to my only concern with it - it might make A/A+ races cleaner as dirty drivers get pushed down the order, losing DR/SR from being punished more through collisions, but on the other side of it, that's just going to make B and below lobbies (the majority) potentially even worse.

As you can see from most of the other answers, your question is too vague. You ask us to be honest and explain, but what are you asking us to consider?

Is the overall experience of the daily races fair?
As different people are better at different tracks, is the track rotation fair?
Some people are quicker with certain cars, so is the car selection fair?
Some people prefer certain cars but don't pick them due to the meta, so is the BOP fair?
Some people race with wheels which provide finer input, while others can't afford wheels and are stuck on controller, is that fair?
Some people don't have the spare time to practice and race as often as others, leading to a lack of knowledge and skill, is that fair?

I'm going to stop there, because there is a myriad of things that "fair" could apply to in the online aspect of the game, or any multiplayer game, and as you pose the question, it's up to you to properly define it.

I don’t agree with you on that, I’m in S rated lobbies, I find them dirtier than many lower rated - if you push someone off the teack or brake into them - call it low impact the game gives no penalty, you see this so often in S rated lobbies whereas in the real world such impacts would attract a penalty

Everyone has the same chance to be the fastest, so yes it's fair.

Interested in your definition of fair though.

Sometimes things happen that aren't "fair", but that's life.
I would take exception to that everyone has the chance to be the fastest - only if you are prepared to invest in a wheel - the difference between wheels And joypads is day and night, I’ve asked all the YouTube streamers could they do what they do with a joypad and it’s a blanket no so you could say that is not fair

Danny Solis has qualified for multiple live events using a pad. There's a number of high A+ rated drivers on pads (just not YouTube streamers).
 
I wonder what would happen to someone playing Duck Hunt, with a controller, no light gun. Now THAT’S not fair.

that everyone has an equal opportunity to compete in the races regardless of input device or regardless of driving style springs to my mind

as an example of the latter - I’m aggressive in my over taking - if you leave space I will go for it if I think I cn’t then I won’t but the game does not like overly aggressive drivers - god help Max Verstappen in GT7.

But as a % I would suspect he’s in a minority - as a matter of fact how do you know your for your latter point? i know there are websites that will tell how many players different games have at any one time but how would you know there are a number of A+ drivers on pads - is that an personal View or is there data and fact behind it - I like that latter blame my job

I’ve done that - genuinely on a Nintendo - the one before the SNES - it’s no fun but light guns back in the day weren’t overly accurate to be fair so you missed the wow factor of the gun but possibly not the accuracy

I thought you could only play Duck Hunt with a light gun? Especially given how the game works?!

 
I'd say the game is mostly fair. Obviously some drivers are not fair.
When you say S rated races do you mean for driver rating or sportsmanship rating?

I find that if it's peak times (i.e early evening) then I am matched with drivers that match my DR and my SR.
If I'm racing later at night, then drivers from a higher DR are added but usually with a much worse SR. And never the other way around.

For example, I am DR - D and SR - S. At peak times the grid is full of DR-D and SR-S drivers.
But when it's quiet the grid gets padded out with drivers that at DR - C (faster) and SR - C (dirtier) and I don't understand why. Why not DR-C and SR-S or DR-E and SR-S. Maybe there weren't many around but it's always the same.
