Liveries not uploading?

Any word on a fix for this? Have tried a number of things, and yet my livery for the Ford Focus Rally Car still won't upload or be found in my library. It seems to be a bug with decal count, which is quite pathetic as my livery takes up just a third of the max decal limit and still won't upload.

The problem seems to be widespread too, so I assume PD has been thoroughly aware of this. Any answer would be appreciated, thanks!
