Can someone give me advice on how to use this, I really wanna change the LSD settings to make my MINOLTA perform better.

A brief overview of my inexpert understanding with a car like the Minolta:

The lower the settings, actually I sometimes prefer the lowest settings possible, the more you will be able to mash on the throttle without losing control of the car. Which is useful considering 2nd gear is almost out of the question with cars like the Minolta.

The higher the settings, which I usually set on easily controlable cars, the more the car will attempt to regain the traction you lose while shifting weight and losing contact with the track. Which equals more speed at the cost of some cornering ability and in some cars the need for throttle control. .

I personally feel that this thread has much more information in it, as well as more theories to test out. Although, with more theories comes more pissing contests, so you have to skip through some of the drama, but the end result should be well worth it.
