I have been trying to get gold in s-10 with all the tuned cars,so far I managed gold with the fordgtLM TEST CAR,tuned viper,tuned corvette and the blitz car and in all the races I have noticed that the AI start to gain some magical powers towards the end of the race and they come charging at you while you easily leading by 3 or 4 seconds.

For instance after the 3rd lap in most cases I lead by half or 1 second,by the 4th lap the gap grows to 3 or 4 seconds but on the fifth lap I see in my rear view mirror that corvette charging towards me even I am doing the same lap times as two laps ago and I think where do they get all that extra pace as I am on same pace and not slowing down.
 
It was probably held up behind the slower cars slowing it down for a few laps. The ai is not particularly aggressive when it comes to overtaking other ai cars so once the vette was clear I expect it was able to show it's true pace.

The rubber band effect. An unrealistic feature added by PD which gives the cars which are over 2 seconds behind the leader an increase in horsepower and grip. It exists online too in the beginner and intermediate events.
 
Rubber-banding doesn't show up in Professional mode, mate.

In fact, when I'm competing in a particularly difficult race, I take a look at the AI opposition, and note who's driving what, and what position they're in.

If there's a really powerful enemy car... say, like that Corvette... or Amuse S2000s in some of the PP-restricted lower powered events... I quit and restart, looking for a line-up that gives me at least a fighting chance of getting clear of the pack before they get to the lead, or giving me a chance of catching them before they clear the last of the slow cars (Art Morrison, anyone?), so that I don't have to fight my way through a dozen cars only to find they've already got a one-lap lead.
 
RBE also doesn't apply to offline races. I've times my laps and AI laps in the S races and the AI is very consistent whether I'm leading or running last.

But the fast AI cars definately get held up by the slower AI cars.
