Title says it all, just want to know where I can get a matte blue paint chip, if it even exists. To be honest, any matte colors would be appreciated.

Do look in the seasonal events, the informational boxes. The reward section should indicate whether a gold gives you a matte chip or not.

I don't think that there is a matte blue on a regular car. However i know that matte white and black exists. White of the Aventador and the black from the Lexus LFA

Not sure there is a matte white on the Aventador but the matte black on the Aventador (Nero Nemesis I believe) is more black thean any other matte black that I've found, that includes the LFA.
