Maximum B-spec driver capabilities

I currently have a lvl 26 cool bob that has accuracy and strength maxed out in the stats bar, but when I look at the general overview, there is still a bunch of space in the bars labeled Speed, Strength, and Accuracy. Do these fill up the closer to 40 your drivers become?

yes but they wont fill completely on over view only on close up view
Over view of a driver stats allows for the variance of the stats that you recycled when creating your driver.
Increasing a stat at driver creation reduced the others .

And i think they go down, after a certain point, my original B-spec driver, from day 1, has done 571 races, and it shows white/grey diagnol stripes covering a 1/6 of his speed bar, and approx 1/8 to 1/10 of his physical strength.
