I've ben playing GT2 since 1999 & I still can't find it

You can only get it with a gameshark. I don't know the code though.

Do a search on the Milk Truck in the GT2 forum...the answer lies somewhere in the Bermuda Triangle.

There is no milk truck, by the way. Nor is there a McLaren F1, a Mercedes CLK-GTR, nor a BMW M3.

The only Milk Truck I know of is in Top Gear Rally for N64. Its a bonus car that you get when you win the first year. It drives exactly like the Type-PS (Porsche 959) so it has AWD and 6-speed, plus tons of power, but it is much much bigger. It comes with cow prints stock. Just turn your car body color to white.
