Fanatec CSL Elite ps4 version and an Xbox compatible steering wheel. That's the only option if you want it to be officially supported on both platforms.

You also can use just about any wheel on PC and PS4 with GIMX and an Arduino adapter. All recent racing games available on Xbox, including Forza Horizon 3, Forza 7, Project CARS 2, F1 2017, WRC 7 and Dirt 4, are also available on PC.

Except that it turns out there is no such thing as official support on the PS4 despite what the box might say. It's a roll of the dice from game to game, patch to patch.

The best multi platform option without too much tweaking I think is a Logitech+drivehub. Logitech is most plug and play wheel out there. Not the best wheel, but very easy in use.
