Qualifying Procedure
Cars will be released one by one spread out for a two lap run of one opening lap and one timed lap. After a driver completes their qualifying lap they must park on the side of the track and remain on track until the race start.

Caution Procedure
A Caution will be called if there is a wreck. There will be absolutely no passing during a Caution, from the moment that the Caution is called, unless otherwise directed by a Race Director. The field is frozen instantly. We DO NOT race back to the line. In the event of a Caution, drivers will slow down carefully, to the pace speed of 90 mph (145 km/h). (Drivers less than 1/2 a lap down will be allowed to catch up to the leader.) When a Caution is thrown, do not slam on your brakes to slow down. If you slam on your brakes, and it causes an accident, you will be penalized.

When the Caution comes out, the Pit Lane is immediately closed. Entering Pit Road when it is closed is a penalty of restarting at the end of the longest line. If a driver is already on Pit Road when the Caution comes out, that driver will not be penalized. Pit Road will be closed until a Race Director announces that it is open. Drivers are allowed to pit even if Pit Road is closed if they have excessive damage that is making their car too difficult to drive. However, if any driver pits while Pit Road is closed, they will start at the back in the restart. (On the outside of or behind the car the caused the Caution.) In addition, that driver will be ineligible for a wave around that Caution.

During a Caution, once Pit Road is opened by the Race Director, all cars may enter Pit Road. After the pit stops, the first car 1/2 a lap down (doubtful at Route X) at the moment of Caution (known as the Free Pass car) will gain 1/2 a lap back.

Aggressive driving and retaliations under Caution will NOT be permitted and drivers will be penalized accordingly. Drivers who hit other cars and cause damage during a Caution will be penalized with a drive-thru penalty right before the restart. The Caution will be extended to allow the driver that was hit to pit again if pit stops have already occurred. That driver will be allowed to regain their position.

If a driver spins out during a Caution, racers will be allowed to pass that driver. (If drivers are already formed up behind the Pace Car, then racers will only be allowed to pass the driver that spun out as long as they do not exceed the pace speed.) Racers will not be allowed to pass the driver that spun out once that driver is back up to pace speed. If the driver that spun out is damaged as a result of their spin out, the Caution WILL NOT be extended. The driver that spun out WILL NOT get their position back.

During a Caution you may signal other drivers to pass you by moving off of the track and slowing your speed. If you do this, you will only be allowed to take your position back at the call of the Race Director if you were typing something important in the in-game chat.

The field will remain under Caution until everything is set to resume racing under safe and fair conditions.

At the one to go signal, any car that is ahead of the leader of the race will gain 1/2 lap back. (Extremely unlikely to happen at Route X.) These cars are not permitted to pit until after the Green Flag comes back out and the race has resumed.

Beneficiary Rule: (Also known as Free Pass or Lucky Dog Rule.)
When there is a Caution, after the pit stops, the first car 1/2 a lap down at the moment of Caution (known as the Free Pass car) will get to catch up to the leader and start the race at the end of the longest line. The Lucky Dog must pit for this Caution. If the Free Pass car is judged to have caused the Caution (intentionally or not) there will be no Free Pass car. If the driver is a lap down because of a penalty will not be eligible for the Free Pass on the next Caution. The "Lucky Dog" rule does not apply during the last 5 laps of the race.

Starts and Restarts
Starts and Restarts will be Double File. There will be two Restarts Lines: The first Restart Line which will also be the Start Line will be on the backstretch at the line right before the 0m line. The second one will be in the tunnel where Pit Road is at the 5th Crew Chief box you come to as you're driving down the tunnel. (This will be clearly shown before the race.)

On a Restart, the leader will have control of the field at Pace Speed until the Restart Line.On a Restart, the leader will have control of the field at Pace Speed until the Restart Line. The car on the outside of the leader is not allowed to be ahead of the leader on the at the Restart Line. We will be going with NASCAR's rule change, so 2nd place will be allowed to beat 1st place to the Start/Finish line. There is to be no changing lanes until after your car has passed the Start/Finish Line. If you're on the inside row and the outside row gets a better jump, you're stuck on the inside row until your car passes the Start/Finish Line and vice-versa

The Restart order is always this: Lead Lap Cars > Cars 1 or more laps down > Free Pass Car > Wave Arounds > Cars who have received a penalty.

Pitting
If a driver is heading to pit road they must be in the far right lane in between the two solid yellow lines. Drivers will also be allowed to use that lane as a racing lane. At the point where the right lane's line becomes white again and the yellow lines split of is the Commitment Line. Once a driver turns down that lane towards pit road, they must pit. After a driver turns off they must slow down to 75 mph before entering Pit Road. Failure to do so will result in a 1/2 lap penalty.

Green-White-Checkered Procedure
If a Caution is called and the race would end under Caution, the Green-White-Checkered Procedure will be enacted. A Red Flag will be called so that the Lobby Owner can put the positions in order. When the Lobby Owner is ready, everyone will exit the race. DO NOT LEAVE UNTIL TOLD.

There will now be a 1 lap race, to determine the winner. Cars 1/2 a lap or more will not join the race. (The exception to this is if there are multiple cars that are the same number of laps down and those cars will be competing for a Lucky Dog position.) However, the Lucky Dog of the last Caution will join the race if they are put back on the lead lap.

For a Green-White-Checkered Restart we will turn around and group up outside of the tunnel.

If there is a Caution before half of a lap has been completed during a Green-White-Checkered, the procedure will restart. A Green-White-Checkered will only be attempted 3 times. If there is a wreck after half of a lap has been completed, the race will either end under Caution or, if the leaders are not interfered with, there will be no Caution and the race will continue to finish under a Green Flag. If there is a Caution on the 3rd attempt of a Green-White-Checkered the race will finish under Caution instead of people exiting.

Network Disconnect Cautions
When a driver has a network disconnect and is forced out from the lounge of an event race, a “Disconnect Caution” will be waved. NAT Type 1 or 2 are required to race, NAT Type 3 is prohibited. If you wish to retire from the race, enter Pit Road, do not click "OK", or if you do IMMEDIATELY hit Start. This will ensure that you car stays in it's pit stall for the remainder of the race. If you need to leave the room, make sure we know that you are leaving so we know that you haven't been disconnected. You still need to driver yourself to Pit Road before leaving the room.

A. Disconnect Cautions resemble mechanical issues/failures, this MUST be the said driver’s first network disconnect of the race.

B. The standing Race Director will call for the Caution when noted that the qualifying driver has left the room.

C. All drivers will gradually come to a STOP on the track so that the Official’s can take a tally and placement of current drivers for the restart. DO NOT LEAVE UNTIL TOLD.

D. All drivers will exit the lounge so the host can reset the room.

E. Once the room has been reset all drivers may re-enter the room for competition. (It helps if the host is on everyone's Friends List.)

F. The host will set laps to remaining amount plus one for a Pace Lap reset of the field. (Additional Pace Laps may be needed if there are lapped cars.)

G. The disconnected driver will restart at the rear of the field on the Pace Lap. The exception to this is if there are lapped cars.

H. If there are lapped cars, the lapped cars will pull over to the side of the track on the backstretch and will rejoin the lead lap cars when they are the correct amount of laps down. The field will remain under Caution until all cars are the laps down they should be before the disconnection occurred.

I. If a car was positioned to receive a wave around, they will not receive the wave around.

J. Standard restart procedure will be followed on the final Pace Lap.

K. Disconnect Cautions will not occur with 5 or less laps to go.

L.
If a driver is disconnected a second time, a second Disconnect Caution WILL NOT be granted, the driver will record a DNF, and may remain in the lounge area.

M. Re-entry after 2nd disconnect drivers and lapped down drivers – Drivers will be able to re-enter a race if they are disconnected a second time. When the driver re-enters the room they will not be awarded a Disconnect Caution and the room will not be reset. However, if another Disconnect Caution is called later in the race, and the field is reset along with the room, that driver will be granted re-entry to the race. It is as if their car was taken behind the wall for repairs. 2nd re-entry drivers will restart the race 5 laps down in relation to the last place car. (Unless they were less than 5 laps down in relation to the last place car, in which case they will be the number of laps down that they actually were.) Lapped drivers will pull off to a designated spot and wait for lead lap drivers to pass them additional times until they are the correct number of laps down. Drivers who reenter the race in this way, and are more than 5 laps down, will not be eligible for a wave around until there have been enough times where they would have been waved around, where they would actually be 5 laps down. (Help from Officials will be available if necessary.)

Penalty Procedure
To perform a drive-through penalty, enter Pit Road in while going backwards; this will force your car to reset and drive-thru Pit Road without pitting. Running a Pit Stop when you are required to do a Drive-through Penalty will result in another Drive-through penalty when you arrive at Pit Road after going around the track.

The following is a list of NASCAR penalties. Penalties listed as "a penalty determined by the Race Director." can result in a simple restart at the tail of the field, a multiple lap penalty, or disqualification.

1, Pitting before Pit Road is open requires the driver to restart at the tail end of the line.
2. Pitting out of order also requires restarting at the end of the line.
3. Cars must enter pit road in single file. If a driver is out of line, this will result in a Drive-through Penalty under Green or result in the driver restarting at the back of the field under Caution.
4. Speeding while entering Pit Road leads to a Drive-through Penalty if done under Green Flag conditions, or leads to the driver restarting at the end of the field.
5. Performing a Pit Stop when a driver is supposed to perform a Drive-through Penalty will result in another Drive-through penalty.
6. Going above the Blend Line exiting the pits results in a Drive-through Penalty.
7. Passing the Pace Car, leads to a penalty of -1 Lap.
8. Pulling up to pit; drivers must maintain position in relation to the field under Caution or face a penalty of -1 Lap.
9. Passing a car under Caution that is heading to pit until they are on Pit Road results in a penalty of -1 Lap. Those cars may want to pit fake.
10. On a Start or Restart, accelerating before the Restart Line, results in a Drive-through Penalty.
11. Under Caution, passing after the second to last turn on the "One to Go" signal or passing on a Start or Restart before the Start/Finish Line is a pass-through penalty.
12. Disobeying a request from the Race Director will result in a penalty determined by the Race Director.
13. Intentionally causing a caution will result in a penalty determined by the Race Director.
14. Verbal abuse to an Official will result in a penalty determined by the Race Director.
15. Disobeying a Black Flag AKA penalty will result in a penalty determined by the Race Director.
16. Damaging a car under Caution will result in a penalty determined by the Race Director. Typically, a Drive-Through penalty on the restart.
17. A Commitment Line Violation leads to a Drive-Through Penalty.
18. If a driver is retaliating against other drivers they will be kicked from the room and then the Disconnection Caution procedure will then be followed so that the host may rejoin the race.
19. If there are not enough laps left in the race for a driver to serve a penalty, then they will be penalized after the race by being dropped to the last position for the current lap that are on. (Example: If a driver is on the lead lap and he doesn't have enough time to serve the penalty, they will finish as the last car on the lead lap, ahead of any lapped cars.)

Failure to comply to a Drive-Through Penalty within 1.5 laps will result in a disqualification where the driver must go to Pit Road and wait there until the end of the race. Failure to do that will result in the Host leaving the race and kicking the offending driver from the room. At this point other racers will note the driver and probably won't want that driver in their events in the future. The Disconnection Caution procedure will then be followed so that the host may rejoin the race.

If a driver does not serve their penalty within 3 laps, but continues to finish the race and is not kicked from the room, the driver's last lap will be 3 laps after they received the order to go the pit road for the drive-thru penalty.

-1 lap penalties will only be half of a lap due to the length of the track.

These are the primary penalties, however there may be additional penalties to be determined during the race if it is deemed necessary.

I typed up a fairly detailed explanation and lost it all due to "inactivity" for too long as I was typing it. I even had it to the point where I might have been able to include images from the race!

Here's a summary: racefan8850 and trobes29 made it through the wreck so they're scored ahead of the wrecked cars. carl2488 wrecked ahead of Peelster1 and awoki1996, but Peelster1 and awoki1996 got around carl2448 before he was back up to speed.

Because I'm really annoyed with having lost all of my data I'm not typing any more but here are the sources I used for my info. I will update the rulebook accordingly.

The sbnation article tells us that drivers have to be back in line and up to speed to be scored without losing positions.
In the video, Kenseth, Gordon & Busch made it through the wreck. NASCAR did not hold the Caution. The Top 3 were not racing, they just cleared the wreck and were scored when the field was frozen. Keselowski was 4th as of the Caution but he didn't merge until he was down to 7th and NASCAR also said he wasn't up to speed until that point. The Caution was called 6 to 7 seconds after the wreck.

If anyone has any questions or comments let me know, and I'll answer them as best as I can.

New sections were added to the rulebook as follows:

Wreck Avoidance
Cars are allowed to pass other cars when they are "out of bounds", (Example: Below the yellow line at Daytona.) if they are doing so to avoid a wreck that is in progress.

Wrecks on the Last Lap
If the leader has taken the White Flag and the caution flag is displayed, the field is frozen and the race will not be restarted. The race is over. The field is frozen at the Moment of Caution. For scoring purposes the Moment of Caution will be official 6 seconds after the wreck begins. However, if there is an incident during the final lap behind the leaders, and the run to the finish line is clear for the leaders, the Caution may be delayed until the leader has taken the Checkered Flag. This allow an opportunity for the leaders to race for the win.

For cars that are involved in the wreck, the cars must be back on the track and moving at a fairly reasonable speed comparable to the track and the Caution Speed Limit in order to hold position. Drivers will be allowed to pass cars that are still recovering from the wreck
