Need Help Identifying A Banknote/Voucher

Bought a random pack of 10-12 world banknotes to add to the collection, and I like to document and record what I have but I don't know what this is and I have no idea at all about any Sino-Japanorean script. All I recognise is 10 09 10 in Roman numerals.

Ah, crap. The one chance I had to look intelligent and I get tree'd.

Oh well, I probably have hundreds of those of varying ages in the bottom of a bag or pocket somewhere. They are worth jack all. (actually worth .1p)
