So I bought a HP P7-1534 last summer because I needed an upgrade and for some gaming. However I plan on upgrading to be able to play games such as the new pc sims and gta iv modded. I need help on what GPU and, if needed, what PSU to buy since I am a complete noob at upgrading a pc.

What I currently have:
AMD A8-5500 Quad-Core 3.2 GHz
8GB RAM DDR3-1600
Radeon HD 7560D Integrated Graphics
300W PSU

As much as I bleat on about having a strong good-name PSU, 300w should be fine for what is really a very simple upgrade - a GTX 750Ti FTW w/ ACX cooler can be had for $179.99 http://www.newegg.com/Product/Product.aspx?Item=N82E16814487028

The APU (CPU) is fast enough, so all you would need is an actual video card (the 7560D is integrated into the A8's die, meaning it's basically rubbish for anything 3D) and you'd be pretty much set.

Looks good, forgot to mention I don't want to spend more than $300 on an upgrade. Should I upgrade the PSU anyways?

Yes, upgrade the PSU. Even though what you're using it for most likely won't draw a lot of power, a bigger watt capacity means less amount of work needed for the PSU to convert power currents. Something like 1000w is very extreme obviously, but at least 500w is the sweet spot. Try to find brand new PSUs from reputable brands like Corsair. However, a modded GTA IV may not run very well due to GTA IV being a poor PC port. As for new PC racing sims, I believe you can run decently with that 750Ti @Sharky. mentioned (it's equivalent to the 650Ti which I have right now & I can promise you that it can run most games pretty well).
