Need help with engine rebuild (what is it?)

There was a point in the game where I was using a car to win a championship race that won me over 900000 credits over and over. I used it so much that I started to lose because of it. I looked at IGN and it said to get an oil change (I already did and knew that) and an engine rebuild. What's an engine rebuild and how do I get it? I don't want to have to keep buying new cars over and over again when I can simply tweak my engine and get an oil change for an extremely small fraction of the price. Help would be greatly appreciated, because I don't want it to happen again. Or do I have to keep buying cars over and over again???
