need help with photo...

Im not sure how to make another layer blend over another. For example, Im trying to put a decal on a car but Im trying to make it look as if it were a part of the car instead of some picture floating over it.

Change the layer settings. Change it to overlay or something.

I find multiply tends to work best for putting decals on cars. You should try them all though.
