Need some help

I just bought Iracing with a computer that is not so good. i have the game that iracing runs off of NR2003 and I can run 30-60 fps if I configure the graphics right. I know Im below system requirements but I would like to know where I could change some of the graphics options like I could in NR2003. right now I am getting single digit fps which makes even testing unplayable

I am in the process of getting a new computer so this is where my second question comes in. Can I download the software+cars+tracks on another computer?

I am not very good at using the search function but nothing came up for graphcs options in the iracing forum

The cars save online, just reinstall iracing on your new computer, and get the updates for all the cars.
