Okay so my old htc one x burned up its wifi adapter so im needing a new phone asap. I only have around 250 usd to spend so my choices are pretty slim as far as anything thats a real upgrade. Anyone that has good suggestions or help would be appreciated.

Depends on what you want, but I think the 2nd Gen Moto G should fit your budget and it's far away from being a bad phone!

Another option would be the cheaper versions of the Sony Xperia series and (if you can/want to spare a little bit more money) the OnePlus One is an excellent option. However availability of the OnePlus is still very bad since it still relies on the invitation system.

I actually was looking at the moto g since its close to the moto x I really want, @TwinTurbo LM how does it fit in hand and how's the screen quality in person? Ill take a look and the Xperia line too, is there any phone that specifically jumps out?

The screen quality is very good, nice and vibrant colours. Good viewing angles, too. It fits well in the hand, the curved back makes it easy to hold. It's really fast too (KitKat) and the camera is surprisingly good.
Edit: As for the Xperia line, there's the Xperia M2, but it has a lower resolution display than the Motorola. I would suggest the Xperia SP (my current phone), but it's been discontinued.

I'm thinking when I get paid till jump on the moto g unless I can work out a deal on the moto x somehow. My screen is still better than the moto g but not by much, an m2 would probably be a noticeable downgrade though.

You could try looking for a 1st gen Moto X. What about the Asus Zenfone 5? It seems to be getting good reviews, and it looks pretty good too - http://www.asus.com/Phones/ZenFone_5_A500CG/
I never thought about the old motorola x or asus at all, what's your opinion on the padphone x? I found a new one for the same price as the zenphone. It's that or a developer 2013 motorola moto x. I really have to think it over now.

On paper, the Padfone X is the best device when compared to the Zenfone 5 and 1st gen Moto X. If you're into rooting and installing custom ROM's or just want to get fast software updates, the Moto X is the best device.

You're good for either the Moto X, or the Acer Liquid Jade, preferably the Moto X depending on your preference of software support, like TwinTurbo stated above.

Phone on a budget 50p used to be 10p

I tested out the motorola moto g and it felt really cheap, so after some research i decided I'm going to spend the extra money on an lg g2 for a hundred dollars more.
Edit: I lied, Motorola did a special and I got $140 off a brand new moto x and ended up getting the best of all worlds. I'm super excited for it to arrive :D
