New shortcut penalty rules !? What does this mean?

Citing from the "what's new":

Shortcut Penalties
...
- Also, a Shortcut Penalty will not be applied if the car returns to the track (1) in an unstable state after a shortcut, or (2) when the driver intentionally decelerates after returning to the track.

Has anybody figured out what that is supposed to mean?
Does (1) mean you do not get a penalty if you lost it and in the process go off the track in a penalty area?
Does (2) mean that you can avoid the penalty if you decelerate (whatever that means? For how long?) after short cutting?
 
I like it, basically if you accidentally go off or take a shortcut to avoid someone or an incident as long as you don't gain time they won't penalise you...In theory.

I bet there will be a way of gaming it, ie on certain sections taking a big shortcut then braking hard or car being unstable cancelling it (Skyline at Panorama?).
 
I'm interested to see how this change comes out in the online races as I see the potential for abuse of it but on the initial
description it sounds better but will see how it is practice later today.

If you're slowing down before rejoing the track at the Skyline, then you're using it as intended.
 
I was thinking it would apply to places like the last chicane at Mount Panorama. If you run wide and then come back onto the track slowly and carefully, then you wont get a penalty, while if you come hurtling back onto the track as it kinks back then you will.

The stable state thing I was thinking would mean backwards? Or at an extreme angle, so hopefully the person sliding would be ghosted but wouldn't get a penalty.

I've been hit a few times as cars come back onto the track so hopefully it works.

And this is why we can't have nice things. You cannot make the perfect automated system when that system is there to make human beings behave themselves.
 
I hope this means the game stops handing out 5+ second penalties when spinning out and going over the grass. Interlagos for example, the tricky fast lefthander before the final corner. When you got your rear on the astro turf your car would spin out and you'd go across the grass, get reset on the track and then BAM!, 5 second penalty

Yes it's definitely a burn to lose 5-10 positions from an off and then get a 5 second penalty on top of that. which is basically a ticket to last place.
