No speed in need for speed!? HELP!!

Hi all recently purchased this game I love it! Downloaded it from PSN now I have played a little I have noticed that all tho I have upgrades installed on any car it says my top speed should be 196 and have 400odd BHP however it struggles to go over 120 !? I'm completely lost and this is the same for each car it's like the upgrades don't work? Has anyone had this same problem? Many thanks!! Uploaded video so you understand what I mean HELP!!

Are you by chance in kph? There's a bug with the cars reading a high kph but it will top out in mph. So 196 sounds about right topping out at 120mph.
