Roughly 800,000 credits and several non-stop hours later, the PP 627 F-40 S-6 has a gold next to it. After every failure, I kept saying to myself... "just one more lap"...
Anyways...
I have to give a major shout to The Lions Den for their template on the F-40. You guys are masters of your craft. All I did was fine tune it to my liking after several attempts. For reference, I started with the PP 700 tune.

Here is the set up I used to beat it, and I hope this helps anybody out there who has yet to overcome this challenge. As a guideline, I was fighting the Audi for 2nd place at the hairpin turn.
Power: -10
Weight: 90%
Ride Height: Front -9 Rear -7
Spring Rate: Front 4 Rear 7
Damper: Front 3 Rear 4
Toe: Front -0.16 Rear +0.28
Camber: Front 1.4 Rear 1.0
Brake Balance: Front 5 Rear 5
Max Turing Angle: 40
Traction Control: Off
ABS: 1
1st Gear: 2.346
2nd Gear: 1.518
3rd Gear: 1.122
4th Gear: 0.884
5th Gear: 0.768
Final Gear: 4.500
