Parts owned issue

Purchased some tires for my zonda (I wish I could utter that sentence while referring to my real car) and decided not to install them right away. Now it shows one owned and I can't install them to the car. What gives, do I need to just buy them again?
 
I think I have seen this before too. What I do now, is install every part as I buy it, to ensure that I can install/uninstall it again later.
 
You can change the tires at "Racing Option" (or whatever is called) after you have entered a race and before you start it.

Yes, I also found it is real stupid that we can't change them under Tuning...

Idk if tires are the same, but if you buy performance parts and don't install them, they're in your items list (the button that looks like a briefcase). From there you can also gift it.

This is where everything you buy but don't install goes. You could use this to stock up on certain items that you buy frequently. If you had 7 ECU's in the items list you could then change cars in your garage and install one to a new car without having to go to the shop. Other than that I see no useful reason they have done this other than to buy upgrades and gift them to someone.
