Obviously, if you do use this guy's regulations / rules then at least give him some credit, publically.
We ran something similiar, but ended up with slightly different regulations - so I guess it's subjective to the needs and wants of the organisor (of race / series) and drivers - possibly tracks and race regulations too.
As for individual tunes / setups - that's hard, some guys in our series were running STOCK (default) setups and were as fast as others who had tuned their setups...
