Picture manipulating

Is there any program, or way to manipulate a photo to “blend in” with a site. For example, when you see the logos at the top of a webpage (like this site, and other forums), there is a photo that is manipulated to blend in with the surrounding textures.

I know of photochoping software, but they cost money I do not want to spend. I currently just use Hypersnap, but my current header on my forum looks silly; otherwise, would anyone here be willing (or know a place) to create a banner? I have over 2,500 high resolution automotive photography on my computer to choose from :) .
 
GIMP is good, but it has a steep learning curve (perhaps moreso than Photoshop?). It is free as well, which is a big plus.
 
GIMP takes a while to get used to, but theres plenty of step-by-step tutorials on the web to make use mucx easier. And yes, the fact that its free is a huge plus
 
Can't you just erase the edges of the picture with a really soft brush, so when you post it up, it will fade into the backround?

EDIT: Hmmmm....Just tried it, and it didn't work, but maybe you could make a border for the picture, and then make it 100% opacity, so you could see through it, but I think it could just leave a white backround.
