I wonder if it was just a design test or a prototype of somekind

It was actually a design contest (1968) started by Automobil Revue which started a campaign to creat a safer F1 car.
Backed by Enzo Ferrari, Mercedes, and Fiat, Pininfarina and automotive journalist Paul Frère went to work.

The Sigma concept includes safety features like fuel cells, seat belts, and an automatic fire suppression system.
Pininfarina and Ferrari each own one, Automibil Revue owns the third car.

Again the car is not a Ferrari, so the title must be changed to Pininfarina Sigma F1 Concept 1969

Basically it's just a chassis without a proper engine, right? a car just for exposition, even if it's really an interesting design.
