is it the optical lense that causes the disk read error?

and if so...then where can i purchase an optical lense?

Yes, you can buy the optical lense. A lot of DVD players use the same lense. A local electronics repair shop would know where to get one. But, before you do, there is a thread in the PS2 forum you should check out.
