Maybe before drivers can connect with the GTS servers they might need to set the minimum connection speed allowance a touch higher to try and keep things more fluent for everyone.
I'm not too sure but maybe it is allowing people to connect the PS4 via their 4G mobile phone data when most people nowadays have well over 100 meg at home, I know my son has used his phone in the past for connecting other devices online when our home internet has been having problems.
