No, you cannot purchase things from the Japanese store using your credit card. But there are plenty of people selling Japanese PSN cards on eBay for decent prices. Typically, they don't bother to send you the physical card, but instead just give you the card info. Which pretty much means that, if you buy a card during the day, you should get the info pretty fast.
Of course, if you really want the physical card, usually you can request it.

Buy PSN credits on ebay or import retailers and then use those credits to buy DL's from PSN store.
