PS2 to PC?

I've seen some people play their PS2 through their computer screen. How is this possible???

T.V. Tuner card with RCA imputs. I have and external USB one but It's not that great because there's a lag time.

I highly recommend an internal PCI capture card.

I thought you could just buy a special USB PS2 > PC adapter?

Or you can buy a higher end video card.
