Ok this might be a dumb question, but..... If I have a downloaded game on ps3 from the psn store (ie. minecraft) is it available to me if I get a ps4?

This from an IGN article:

It has been officially confirmed that the PlayStation 4 will not support PlayStation 3 games natively. This means that any retail (i.e. disc-based) or digitally downloaded games from the Playstation Network will not be playable on the new console due to the x86 architecture.

..but that report is almost a year old. I don't know if it has changed by now.

Only way is if they emulate it and emulating is hard enough as is as you have to emulate the CPU, SPU, GPU any anything else unique to that console.

No it will only be available/playable on your PS3, so if you want to play earlier bought game on the PS4 you'll have to buy them again.
Only a small selection of games is upgradable to the PS4 at a discounted price.
I wanted to check out AC4:BF on the PS4, which I bought for the PS3 earlier, unfortunately I could not upgrade because that's only possible for a limited time.
So I bought a second hand copy which ultimately was cheaper than using the digital upgrade option if that owuld be still available.
For digital only content this could be more difficult, but I'm not sure.

For Minecraft, the PS3 and Vita versions are cross-buy. If you want to play the PS4 version, you have to purchase an 'upgrade' for $5 which gives you the PS4 version while allowing you to keep the PS3/Vita versions.
