Which is only true, because Daylight Saving Time ends between now and the first race.
If the race was today, at 18.00 UTC, it would start in 3 hours from now. (unless I also got confused)

That means that green flag for first race would currently be 2 hours 50 away.
Race time is UTC it doesn't change with Daylight.
Your local time *may* change but the race time stays the same.
You're absolutely correct, of course, but in practical terms it depends on your point of reference. Most of us live in time zones which currently do use DST, so from that point of view, the starting time does change when DST ends. (i.e. the race will start 1 hour earlier from that reference point)
Oh, and H.. Your quali determines which division to race in.
