1. In Online Ranking, Did they tune they car to get the best time?
I run Course: Fuji SpeedWay F
Car: Honda Integra Type R '04 (Standard Car)
Time: 2'03.xxx
But I saw First Rank in online ranking run 1'58.859 Did he tune the car?

2. Why I cannot use Quick Tune in Time Trail (Offline)? Can I practice with Full tuning car in Time Trail (Offline) mode? Thanks!!

All time trails are done without tuning. The times you see are with a stock car. Also you can't tune in time trail mode.

What is Stock Car, I Just play GT5:P Can you explain that?

What are these time trails of which you speak?

I mean Time Trail Online Ranking mode

By the way How can he run Honda Integra Type R'04 at Fuji Speed Way F with time 1'58.859

A stock car is one bought from the dealership and has no engine or suspension tuning.
As Jack said, all arcade time trials (TT) have no tuning and (to add) S2 tires at best. You can go to a lower rated tire but not higher (S3 - R3).
To find time trials, select "Arcade", pick a track and select "time trial", not race.
If you want to drive a car and tune it, select the "Online events" (time trial) or the "Events" section. Once you complete Events C,B and A you'll unlock the quick tune section. These times will not be applied to the online leaderboards.

These guys are fast, that's all.
Sure some use the clutch feature, but not all.
I would think most of GTPlanet members don't use the clutch.
Here at GTPlanet all "official" competitions don't allow the clutch to be used.

If you practice with a tuned car, then drive the untuned car, what's the point?
When you stated standard car did you mean no tuning or standard physics?
