if i get a video capture card, can i use my PS2 on my pc?

Im not exactly sure what a video capture card is?
I know you can use a PS2 with a TV card (maybe a TV card and a capture card are the same thing, they probably are because a TV card can also capture video as well) because thats how I made the GTC screenshots and videos.

Although it may not look too good, well as good as having it on a TV that is.
