Questions about racing in a different region...

I am in the US and I am interested in creating a second Playstation account so that I can do daily races in the European region. Will I have to pay for Playstation Plus a second time separately? Or will my PS4 be recognized as already being subscribed? I know this my seem like a noob question, but i have been googling and searching to no avail. Thanks.

Any account accessed on a console which already has an account with PS Plus with that console set as the Primary device can also use the online multiplayer portion of PS Plus without needing a separate subscription.
