Questions about Transmission Tuning

I'm not sure if this subject pertains to this sub-forum, but I think it strictly deals on tuning so.., I have 2 questions about transmission/gear ratio tuning, and I'll appreciate anyone answering them :)

Question one is what's the difference between the last gear (...4th, 5th, 6th, 7th gear) and the Final Gear (just says Final Gear)?

And question two pertains the reference graph: The x-axis measure time and the y-axis measuring the RPM, correct? I asked this because whenever I modify the gear ratios, sometimes the reference lines moves close to a neighboring gear according to the gear ratio you set, like a higher ratio = closer to the next gear.
 
Final gear, is effectively like a 'rear end' in a normal RWD car.
Low numbers are high top speed, high numbers are low top speed, faster acceleration.

The graph is RPM vs MPH I believe.
 
and the red line at the top is the redline of the car (the red area of the tach) and the top of the graph is max rpm.
 
The way I think GT5 did it is like this. The actual gears e.g: 1,2,3,4,5,6 are all individual gears. As the "Final Gear" Is the actual drive gear completing the ration between the Transmission and the Drive Gear. That;s my understanding of it. If only I could tune the thing ;)
