Quick question about uploading liveries.

Hello; my PS Plus subscription is about to run out and I probably won't renew it unti the next month .

I wanted to ask, can I still upload and share liveries without PS Plus, just having an internet connection? And will other people be able to look for it and see my livery?

Yes.

You only need PS Plus for playing with other people in online lobbies and sport.
