Weekend schedule:
Q1 - a.k.a. "fast or bust qualifying," this determines which drivers outside of the top 8 in points are granted positions in the race weekend. It is run 30 minutes before the main lobby opens. Only the people who are not in the Top 8 in points standings are expected to attend this session. Max. 15 drivers allowed. Open track for all drivers. Fastest 8 make it in with the Top 8 of points.
Q2 - Lobby opens at 2:45 PM GMT-4, fifteen minutes before races start! Sets grid for Race 1 - Fastest 16 on track - including successful Q1 drivers. 15 minutes open-track qualifying. Fastest times start towards the front. Slowest times start towards the back.
Race 1: 50 km., Racing Medium tires - Qualifying Session #1 determines grid - no ballast

All races will run standing start. Intermission between rounds begins immediately, and ends as soon as all drivers are ready, as determined by Series Director. Please do not cause an unnecessary delay.

Success ballast - according to OP - will be run during Races 2, and 3. Ballast is not cumulative. Ballast is determined by the previous race only.
Points Scoring System:
Races are the only way to score points. Each race is 25 points to the winner.

Four races per weekend, there's 100 points available each weekend.
Connection:
Connections have been greatly improved for ITCC 5. As ever, please simply clear cache under "Options" under the Start button menu. It is found under the "Network Settings" under "Options."
Problem Solving:
D/C Procedure: If a driver is disconnected from the lobby, and is able to re-enter the lobby and type "D/C" in the chat box within 4 minutes of the start of the race, the race will be restarted. There is a maximum of 1 D/C restart per race, and 2 D/C restarts per driver per race weekend. If a driver disconnects from 3 races in a row, the driver will not be scored in the third race, in an attempt to keep the schedule somewhat organized. Races will remain full distance, minus the number of laps already run by the lead car.
When a D/C restart is called, please back out in order of standing. First place should back out first, last place should back out last. Please back out in a timely fashion and reenter the course as quickly as possible. Do your best to keep the schedule organized. Upon reentry to course, please follow series director's guidance to manually set grid in order of positions as they were when D/C restart was called. Any pass attempts in progress shall be deemed unsuccessful, and the positions reverted to as they were before pass attempt was begun.
DNS procedure is when you're in the race, but you can not get the car to move. You have to back out to XMB dashboard and re-enter the lobby within 5 minutes of the race start. Type "DNS" in the chat box before the 5 minutes are up, and the race will be restarted.
The typing the reason for your departure is to ensure that you have successfully connected once again - the race will not stop if you disconnect twice, or fail to connect for some other reason.
Error 697 or 705 code upon attempting to enter lobby:
You will be unable to connect to the lobby host. If an attempt is successful, you will likely have "invisible drivers" on track. Port forwarding is a simple and effective solution to this problem. The Series Director, ITCC_Andrew, has port-forwarded all of the required ports for GT6, and this issue should be resolved. However, if not, the first and foremost thing to resolve the issue is port-forwarding.
Team Structure:
Manufacturers will be designated either "Independent" or "Factory-backed." For example, Ford will be Factory-backed, while Mitsubishi would not be factory-backed. Factory teams will have two drivers. Independent teams will have two drivers per team, for that manufacturer.

Registration:
If you want a factory spot, there is a deadline for factory spots: I can not guarantee a factory spot if you do not sign up before the factory registration deadline - May 17th, 2014. Registration this year will be quite different from in previous seasons. Registration will OPEN at midnight GMT-0, Sunday April 13th and FACTORY TEAM registration will CLOSE at midnight GMT-0 May 17th, 2014.

These factors will determine which manufacturers contact you for testing, or to offer you a spot as their factory driver.
If you miss the deadline, and all factory spots are filled, you may end up filling a privateer or independent slot, so meet the deadline!
If you meet the deadline, the manufacturers will invite you to test for them. Every manufacturer will have a different goal and a different criteria set for the drivers. If they like what they see, you'll be chosen as a factory driver - to ensure that the manufacturers have the best drivers they can, and to ensure that the "factory" spots are for the best-of-the-best. Those who are unsuccessful will be Independent's Championship drivers, with lower expectations and their own championship to win. A majority of the manufacturers involved in ITCC have Factory-backing, so chances are good that the truly talented drivers will be on the factory teams. This skill-ranging should lead to some very, very fun points battles! Those who are likely to win races will be factory drivers, while those who need more experience will not be embarrassed by drivers who have four seasons of experience.
If you want to use a car which no one else is using, you may sign-up as a privateer. Privateers are drivers who do not have teammates. Only Independent drivers can be privateers.

Along with his trusty teammate of two seasons, Ettick, and their well-sorted Citroën C4 cars, he feels comfortable attacking a bit more this season. No drama, no politics, all racing. Expect him to be a front-runner.

Bio: Blake is a very fast, comparatively aggressive driver, known for pushing his car to the limit of grip - and sometimes even beyond - in order to finish well. His exciting driving style has earned him a share of fans. This is his second season with teammate Ciro, leading to a sense of comfort within his team. The Alfa Romeo is known to be fast on wider, longer tracks. Silverstone is an immediate strength, and it's not bad at Brands Hatch Indy either - the Alfa could open a large lead in the championship early. Can the Tasmanian jack-rabbit be caught?

Bio: Ryan is the teammate of Andrew, for the second season now. He's improving rapidly, and now poses a serious threat to the championships. With his natural speed, and Andrew's consistency in traffic, the pair could be the winning team... Though Ryan is unlikely to settle for second, behind his teammate. A friendly rivalry between the teammates has been fostered for years - one driver will always outperform another in every race. Ties are impossible. Should a pattern develop, Ryan will want it to be in his favour.

Bio: nas fosters a flamboyant driving style in ITCC. Bio: Ciro, the teammate of Blake, is one of the fastest Latvians in the world. His Italian heritage makes him proud to be racing for Alfa Romeo.. And he's hungry to earn some wins for A.R. This driver excels in traffic, where he can run his own race, as if he's imagining a track without anyone else on it. He drives around people with a minimum of effort and an excess of flair.

He wins with grace, and does so often.

Bio: The "ITCC 5 Clown", buck is the field's comedian. Nothing is too wild for her to say, nothing too strange. The same could be said about her driving - she can make unexpected podiums happen, often starting towards the back of the pack and methodically working her way up and surprising people. Bio: Spurgy is an alien. ITCC's first GT Academy player, Spurgy took part in GT Academy a few years back - and his speed shows. He competes in open wheel competitions in Britain, and does ITCC as a fun hobby on the side. Although his driving style is very much open-wheel biased, he can still deal with the pack of touring cars. His strength is qualifying and open-lapping pace. He's not nearly as talented in traffic as Jammy, Ciro and Blake, but instead he's fast enough to jack-rabbit each and every race start towards the front. Can Ben master the mid-field to claim the championship?
