every car i have bought so far has not had the option of a racing modification. I'm guessing that only premium cars can have them but which ones

It's not only premium cars. It's a very short list of I believe 16 cars. Just look in this forum in either this page or the page before it (go back one page). There was a thread on it, including my results with my Acura NSX Race Modification.
