However, I suggest that you (s0nny80y) brush up on the American Government's structure before starting up topics like this.

Oh and just for the record...
When you are sure a terrorist attack will occur, you generally try to avoid massing people together in large public events. 
(just a little "public safety" for ya! )
And of course it would be one hell of a job to deal with emergency response to a terrorist attack while at the same time running a presidential election!!!!
